For several decades Mexico has been one such place of choice where the legal drinking age is 18. Mazatlan , Acapulco , Puerto Vallarta and Cancun were the fly to favorite places and Rosarito Beach and Ensenada the favorite drive to places from Southern California . &amp;ndash; But not this year, or for that matter neither was it last year. &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span style="color:black;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span style="color:black;"&gt;Our government and the U.S. media have convinced most Americans that Mexico is not a safe place to visit as drug traffickers are fighting it out to see which gang will have the right to sell their illicit drugs to the very group that will not be visiting Mexico . They will have to wait until they return from Easter break to get their Mexican smuggled drugs at home. &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span style="color:black;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span style="color:black;"&gt;But what really struck me was that the preferred country to visit this Easter break in lieu of Mexico is the Dominica. It struck me because Dominica is rated as the number one country with the highest propensity for crime in the world. According to facts gathered by &lt;strong&gt;&lt;a href="http://www.nationmaster.com/graph/cri_tot_cri_percap-crime-total-crimes-per-capita" title="Crime Statistics by Country"&gt;NationMaster.com&lt;/a&gt;&lt;/strong&gt;, their total crime per 1,000 residents (per capita) is 113.822 &amp;ndash;Compared to the U.S. that is 8&lt;sup&gt;th&lt;/sup&gt; in the world in total crimes at 80.0645 per 1000 residents, making chances of being a victim of a crime in Dominica better than 10%, and slightly less than an 8% chance of being a victim in the U.S.&amp;nbsp; &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span style="color:black;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span style="color:black;"&gt;But here is the real clunker &amp;ndash; Mexico, the country our government tells us not to visit and the media has a field day reporting any crime be it significant or not to further put the fear of God into staying away from there &amp;ndash; well, it ranks 39&lt;sup&gt;th&lt;/sup&gt; in total crime in the world with a per capita of slightly less than 13 crimes per 1000 residents that is a 1.3% chance of being a victim of crime in Mexico.&amp;nbsp; &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span style="color:black;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span style="color:black;"&gt;So Mexico is out, Dominica is in, yet the chances of being a crime victim there is greater than in the U.S. and the chances of being a crime victim in the U.S. is greater than in Mexico . But, for our own safety we need to stay out of Mexico . &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span style="color:black;"&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 0pt;"&gt;&lt;span style="color:black;"&gt;Have you ever felt like you&amp;rsquo;re being duped but you can&amp;rsquo;t quite put your finger on why &amp;ndash; what&amp;rsquo;s the motive? Perched on a patio, 20 feet above sea level, i set up my tackle and bait in anticipation of the rising tide. For the two hours leading up to high tide I set up my 14&amp;rsquo; surf casting set&amp;nbsp;up rigged with a bit of squid and give it a mighty cast. Then instead of sitting on a hole cut in the ice I sit myself in the huge hot tub built into the patio. Rather than chilling my bones I soak them in the bubbly hot cauldron while I wait for hook ups. It&amp;rsquo;s truly glorious. Cabezon, Corvina and Calico Bass are typical in this environ. The reef is productive and the tub beats any beach, boat or frozen platform. &lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="margin:0in 0in 10pt;"&gt;&lt;span style="font-family:'Arial','sans-serif';font-size:10pt;"&gt;It&amp;rsquo;s just another great thing about life in Baja. More than 220 civic and business leaders plus mayors from 14 cities on both sides of the border attended the summit, which had as its theme &amp;ldquo;Unifying the Californias.&amp;rdquo; The summit, at which U.S. Customs and Border Protection Commissioner Alan Bersin was a keynote speaker, was the largest of the five inspired two years ago by an agreement between California Gov. Schwarzenegger and Baja Gov. Osuna. Representatives of both governors attended Friday&amp;rsquo;s summit as did the consuls of several countries. As well as welcoming and keynote speeches, the summit included workshops on border crossings, desalination/environment, economic development, public safety, education and a mayors&amp;rsquo; roundtable. &lt;img align="right" alt="rosarito beach hotel" height="388" hspace="7" src="http://www.latimes.com/media/photo/2009-03/45354274.jpg" style="width:365px;height:299px;" title="rosarito beach hotel" width="586" /&gt;&lt;/p&gt;&lt;br /&gt;&lt;p&gt;The summit, which is held twice a year on alternating sides of the border, was hosted by Rosarito and Redondo Beach. Rosarito Beach Mayor Hugo Torres in opening remarks thanked all those who attended, while citing a recurring theme: &amp;ldquo;Having a shared border is not what separates us; it is what brings us together.&amp;rdquo; While sharing the busiest border crossing in the world creates some challenges, including traffic congestion, it creates many more opportunities in a region that shares friends, family, environment and economy, Torres said. Redondo Beach Mayor Pro Tem Steve Diels mentioned ways in which the region is closely linked, including by geography: &amp;ldquo;We&amp;rsquo;re 150 miles away, but when Mexicali shakes we feel it.&amp;rdquo; San Diego Mayor Jerry Sanders, noting the many vacation trips his family has taken south of the border, said &amp;ldquo;we view San Diego and Baja as one region in just about every respect.&amp;rdquo; Sanders also mentioned San Diego&amp;rsquo;s assistance in helping train Baja&amp;rsquo;s new Metropolitan Tourist Police in an effort to ensure that tourists on both sides of the border are treated alike. &lt;/p&gt;&lt;br /&gt;&lt;p&gt;Mexican Congressman Gaston Luken Garza spoke of the southbound border crossing while Bersin cited actions that would improve the northbound flow of traffic. Among those were more public and private partnerships for infrastructure, plus increasing trusted traveler programs, such as SENTRI, so that they are used by 75 percent of commuters rather than the current 24 percent. Alternating between Spanish and English, Bersin said the Obama administration was troubled by recent legislation enacted by Arizona that allows police to seek residency status verification based on suspicion that someone might be an illegal immigrant. He said the Obama administration was reviewing its options on the law, including a possible court challenge. Bersin also said an organized, staffed and well funded binational organization was needed to advocate the interests of the region. We haven&amp;#39;t heard a gunshot or anything.&amp;quot; &lt;/p&gt;&lt;p style="text-align:left;background-color:transparent;color:#000000;overflow:hidden;text-decoration:none;border:medium none;"&gt;Mexico&amp;#39;s homicide rate has fallen steadily from a high in 1997 of 17 per 100,000 people to 14 per 100,000 in 2009, a year marked by an unprecedented spate of drug slayings concentrated in a few states and cities, Public Safety Secretary Genaro Garcia Luna said. The national rate hit a low of 10 per 100,000 people in 2007, according to government figures compiled by the independent Citizens&amp;#39; Institute for Crime Studies. &lt;/p&gt;&lt;p style="text-align:left;background-color:transparent;color:#000000;overflow:hidden;text-decoration:none;border:medium none;"&gt;By comparison, Venezuela, Honduras, El Salvador and Guatemala have homicide rates of between 40 and 60 per 100,000 people, according to recent government statistics. Three weeks ago, a victim&amp;#39;s face was peeled from his skull and sewn onto a soccer ball. Many will visit the cemetaries of thier loved ones with a feast in two and offer it to them. Of course they will devour whatever those in the afterworld leave behind. The fifth annual iteration of the event will start in Rosarito and make its&amp;nbsp;way to Puerto-Nuevo&amp;#39;s famous lobster village, on November 7th, 2009.&amp;nbsp;The organizers expect that the event will attract between 500 and 1000 participants in various categories. &lt;/p&gt;&lt;p&gt;As per their press announcement &lt;em&gt;&amp;quot;Categories for the event along the Pacific Ocean are men, women 18 to 24; 25 to 29 30 to 34; 35 to 39; 40 to 44; 45 to 49; 50 to 54; 55 to 59 and over 60 years. There also is a wheelchair category. Trophies will be awarded for first, second and third place in each category, including wheelchairs. Cash prizes for the winners are first $400, second $300 and third $ 200. For winners in the wheelchair categories first will be $150, second $100 and&lt;/em&gt; &lt;em&gt;third $50.
